How the blackjack market works in Singapore
Singapore regulates gambling tightly. Since 2022 the sector has been overseen by the Gambling Regulatory Authority of Singapore (GRA), under the Gambling Control Act 2022 and the Casino Control Act. Land-based blackjack is dealt at the country's two casinos, in the integrated resorts at Marina Bay Sands and Resorts World Sentosa. Entry is 21+; Singapore citizens and permanent residents pay an entry levy of S$150 per 24 hours or S$3,000 a year, while foreigners enter free with their passport.
Online, the picture is simple: the only legal remote gambling operator is Singapore Pools, which offers lotteries such as 4D and Toto plus sports betting — there is no licensed online casino and no licensed online blackjack in Singapore. International casinos licensed by the Malta Gaming Authority (MGA), Curaçao eGaming or the UK Gambling Commission are not authorised here. The GRA blocks unlicensed sites, and gambling with an unlicensed online operator is an offence for the player too, punishable by a fine of up to S$10,000 and/or up to six months' jail.
